Villains are supposed to be bad so we can recognize evil when we see it. Not everyone is misunderstood. Sometimes they’re just villains.
Scar - Murderer
Evil Stepmother/sisters - Slavers
Witch from Snow White - Attempted murderer
Jafar - Sexual slavery/brainwashing/attempted murder
I’m sure there are many, many others. Villains are supposed to be bad so we can recognize evil when we see it. Not everyone is misunderstood. Sometimes they’re just villains.
