I think it’s supposed to be a translation. Marijuana leaf is M, Smile is S, cross looks like a 1 I guess, and somehow the skull is 3? Though it looks like someone else had this thought and the Trump admin literally thought the M S 1 3 was tattooed on because they are beyond stupid.
